Pennsylvania Foster Father Charged With Murder in Death of 13-Year-Old Boy

A foster father has been charged with homicide following the death of a 13-year-old boy who police say was assaulted over several hours inside the family’s home.

Cesar Delgadillo, 39, is accused of repeatedly beating the boy and forcing a backscratcher into his mouth. According to investigators, officers responding to the residence found the child with multiple marks and lacerations. He was transported to Lehigh Valley Hospital–Hazleton, where he was pronounced dead.

Delgadillo faces charges including homicide, child endangerment, evidence tampering, and obstruction. His wife, Virginia Delgadillo, 34, has been charged with five counts of endangering the welfare of children, four counts of corruption of minors, and one count of tampering with physical evidence.

Court documents state that home security video showed large amounts of blood on the floor during the assaults, as well as some of the couple’s other foster children attempting to clean it up. Authorities said the alleged assaults occurred from Sunday night into Monday morning.

Police say two of the other foster children alerted Virginia Delgadillo on Monday morning. After finding the boy unresponsive, she called emergency services.

The couple had five foster children, aged 5 to 16. The four surviving children have been placed in state custody. Both defendants are being held as they await court hearings later this month.

A Nigerian man, Mayor Johnson, has raised an alarm about the disappearance of his sister, Esther, in Lagos State.
